Satya Pal Jain

Shri Satya Pal Jain, MA, LLB, is a practicing Senior Advocate in Punjab and Haryana High Court, at Chandigarh.

          Born at Kharar (Distt. Ropar, Punjab) on 15th June, 1952, he did his schooling from Christian High School, Kharar. He passed his BA (with honours in Political Science) in 1973 from Government College, Chandigarh, and MA (Political Science) from Punjab University, Chandigarh in 1975.

Because of Emergency in 1975 he had to go to DAV College, Dehradun (affiliated to Garhwal University, Srinagar) to join law from where he obtained his Law Degree in 1979.

          He has been quite active in public life right from his school days. He was the President of the Students Union of Christian High School, Kharar, a member of the Central Council of the Government Collage, Chandigarh and was elected as General Secretary of the Punjab University Students’ Council in 1974, by getting the highest number of votes.

          He took active part in the movement led by Shri Jai Prakash Narayan in 1974-76. Immediately, after the declaration of Emergency, he was arrested under DIR in July, 1975, at the young age of 23. On the call given by Shri Jai Prakash Narayan, he participated in the 'Satyagraha' against the Emergency and offered arrest in Chandigarh on 27th January, 1976. During Police Custody, he was tortured by Chandigarh Police by giving him electric shocks.

          He was elected to the Punjab University Senate in 1976 at the young age of 24 years from Graduates Constituency. Thereafter, he successfully fought and was re-elected to the Punjab University Senate from the same Constituency in the subsequent elections held in 1980, 1984 and 1988, every time getting more votes than the earlier one. In 1996, in 2000 and 2004, he was nominated as a member of the PU Senate by the Hon'ble Vice President of India. At present, he is the Dean of the Faculty of Law, Panjab University, Chandigarh and is running his 7tj term on the Panjab University Senate.

          He has been an active member of the Akhil Bhartiya Vidyarthi Parishad (ABVP). He has been the president of its Chandigarh Unit, a member of its National Executive for about 10 years and its All India Secretary.

          He has been associated with the Rashtriya Swayamsevak Sangh (RSS) for the last about 35 years and is a second year OTC trained Swayam Sewak of the Sangh. 

          He started his career as a Newspaper Hawker. He, with his father Late Shri Rup Lal Jain, used to sell newspapers at Kharar. He pursued his education under hard circumstances. By his hard work he has risen from a hawker to a leading senior advocate and a sharp Parliamentarian.

          As an advocate, he conducted a large number of cases, dealing with various aspects, especially Service Matters, Election Law, Student Cases, Municipal Law etc. in the Supreme Court of India, Karnataka High Court in Bangalore, Punjab and Haryana High Court as well as in Himachal Pradesh High Court including those of Shri Venkaiah Naidu (Former All India President of BJP); Prof. Prem Kumar Dhumal (Chief Minister of Himachal Pradesh); Shri Shanta Kumar (Ex-Union Minister); Shri Harcharan Singh Brar (Ex-CM of Punjab) and many other MPs, MLAs and Ministers of different states.

          He also represented Shri Lal Krishan Advani (Former Deputy Prime Minister of India & Leader of Opposition in the present Lok Sabha) in a petition filed against him in the court of CJM at Gawalior, which was ultimately dismissed on 28.01.2000. He is representing Shri L K Advani; Dr. Murli Manohar Joshi and Sadhavi Uma Bharti before the Liberhan Commission of Enquiry.

          He was elected to Lok Sabha from Chandigarh Parliamentary Constituency in 1996 and 1998 (11th & 12th Lok Sabha respectively).

          In 1996, in Lok Sabha, he was made the Whip of the Bhartiya Janta Party for all the states of Northern India, Incharge of Punjab Affairs in Lok Sabha and was also appointed as Convener of Legal Committee of the BJP Parliamentary Party. He was a member of the Consultative and Parliamentary Standing Committees of Ministry of Home Affairs and The Privileges Committee of Lok Sabha. He was also elected to the Institute Body of PGIMER, Chandigarh, by the Lok Sabha.

          After his re-election to Lok Sabha in 1998, he was again nominated as a member of The Parliamentary Standing Committee on Home Affairs as well as Home Ministry’s Consultative Committee of Parliament, a member of the Estimates Committee of Lok Sabha. He was also reelected by the Lok Sabha as a member of the Institute Body of PGI Chandigarh. He was also taken as a member of the Select Committee of Parliament on Essential Commodities Amendment Bill in 1998. During his second term also he was made Whip of the BJP for North India in Lok Sabha.

          He was invited as a member of the Indian delegation of MPs to visit Pakistan by the 'Jang' group of newspapers. He visited Lahore and Islamabad in Pakistan as a member of 25 MP delegation in Feb. 1999, a few days before the historic visit of Prime Minister Shri Atal Bihari Vajpayee to Pakistan by bus, on Feb. 19, 1999.

          During his membership of 11th and 12th Lok Sabha, he took keen interest in affairs of Parliament and actively participated in its debates.

          In July 2002, he was nominated as a member of the National Executive Committee of the BJP and made the 'Prabhari' (Incharge) of party's state unit of Uttaranchal. In January 2003, he was nominated as the Incharge of Legal Cell and Election Cell of the BJP.

          In August 2004, he was nominated as the All India Convener of Legal Cell of BJP and was re-nominated as a member of the National Executive Committee of the BJP. In 2006, he was again nominated as a member of the National Executive Committee of the BJP for the third time, consecutively.

          In May 2007, he was made the Incharge of Himachal Pradesh unit of the BJP and during this tenure, the BJP formed the government in Himachal Pradesh in December 2007, by winning 41 out of 68 seats in the Assembly.

          He was elected as the Dean of the Faculty of Law, Panjab University Chandigarh in December 2007.

          He was appointed as the Election Agent of Sh. Bhairon Singh Shekhawat and Smt. Nezma Heptullah the NDA's candidates for the election to the office of the President and the Vice President of India in July 2007.
