Give UT's share of power: Jain

NEW DELHI, Dec 22 Mr Satya Pal Jain, BJP MP from Chandigarh today
urged the Centre to give the Union Territory its share of 3.5 per cent
of energy being generated by Bhakra Beas Management Board.
Raising the issue under rule 377 in
Lok Sabha today, Mr Jain said the Union Territory of Chandigarh came
into existence after the partition of Punjab in 1966. Hence it is a
"succeeding state" as per the Punjab Reorganisation Act, he said.
Mr Jain said that though every
"succeeding state", as per law was entitled to its share in power
produced by the BBMB, yet Chandigarh was denied its share, causing
injustice to the city for the past 30 years.
Mr Jain said there was an acute
shortage of power in Chandigarh and the Administration had to purchase
power from outside because the city had no power plant of its own. It
raised the cost of power which ultimately adversely affected the
industry and employment. ...
... He demanded that the Centre
should accord approval to the setting up of a power plant in Chandigarh
so that power shortage could be sorted out and demands of residents
could be fulfilled at reasonable rates.

Decision on land acquisition sought

CHANDIGARH, Dec 17 The local MP, Mr Satya Pal Jain, has urged
the UT Administration to take a decision about acquisition of land and
payment of compensation to land owners at the earliest.
Mr Jain had taken up this issue at a
meeting with the Administrator, Lieut-Gen BKN Chhibber (retd), and his
Adviser, Mr Jagdish Sagar, a few days ago.
In a statement issued here today, Mr
Jain said he was told by officials that land prices had witnessed an
abnormal hike during the past few years but the benefit of this
escalation was not being passed on the farmers whose land was being
acquired.
Mr Jain also discussed various problems
being faced by villagers of the union territory and demanded immediate
elections to gram panchayats, panchayat samiti and zila parishad.

CMC employees 'to be treated on deputation'

employees transferred to the Chandigarh Municipal Corporation from
various departments of the Chandigarh Administration will be treated on
deputation with the corporation.

local MP, this was stated by the Union Home Minister, Mr L.K. Advani, in

Jain gives Rs 8 lakh grant to PU cell

CHANDIGARH, Nov 26 The local MP, Mr Satya Pal Jain, today
announced a special grant of Rs 8 lakh out of his Local Area Development
Fund for the construction of a grievances cell at Panjab University.
Mr Jain was the chief guest at the
annual function of the university to welcome the freshers. He assured
them that he would divert more amount to the university if there were
good proposals.
The present proposal was forwarded to
him by the President of Panjab University Campus Students Council Dayal
Pratap Singh Randhawa who had asked for Rs 7.27 lakh for creating more
facilities at the Students Centre.

Power for 1100 houses outside 'lal dora'

Chandigarh, Nov 20 The Chandigarh Administration will provide power
connections to 1100 houses built outside the lal dora in various
villages of the Union Territory by December end. Work on the project,
after initial preparations will begin in the coming days.
This was announced by Mr Jagdish
Sagar, Adviser to the Union Territory Administrator at a meeting of
members of the Zila Parishad, Panchayat Samiti and Sarpanches of 15
villages at the UT Guest House here today. Mr Satya Pal Jain, MP,
was also present there.
Talking to The Tribune after the
meeting Mr Jain and Sarpanches of various villages said that basic
amenities would be provided to 1800 houses in two phases. As the
erecting of power lines and ensuring power supply was possible in a
short time, it had been decided that work in this context would begin in
the first phase. Laying of water supply lines and sewerage would also be
taken up later on.
Same facilities would be provided to
rest of the houses in second phase.
Other issues discussed at the meeting
pertained to revising the price of acquisition of land and reviving the
scheme to provide houses to those whose land had been acquired. On this
issue, the administration assured that the rates would be revised and
the scheme would also be revived. The scheme had been stopped for the
past many years. ...

assured them that no demolitions would be carried out. An inquiry would
also be ordered into the demolitions, carried out without serving the
requisite notices, at Raipur Kalan, he added. ...

Another superfast Delhi-Chandigarh train demanded

NEW DELHI, Nov 17 Chandigarh MP, Satya Pal Jain, today urged
the Rail Ministry to start another super-fast train from Delhi to
Chandigarh comprising second class coaches.
Mr Jain, who met the Minister of
State for Railways, Mr Ram Naik here said such a train would provide
inexpensive travel facilities for passengers. He also discussed other
related issues.
In a statement here, Mr Jain said he
requested the Minister to start work on the Chandigarh-Ludhiana rail
line approved earlier. He also requested that work to improve Chandigarh
railway station be speeded up. ...

1800 houses outside 'lal dora' to get power
connection

CHANDIGARH, Nov 11 Around 1800 houses that have been built outside the
"lal dora" of the villages in Chandigarh are to be provided with regular
power and water connections. A survey in this regard was complete, said
the local MP, Mr Satya Pal Jain, while inaugurating the
10-day-long de-addiction camp at Palsora village here today.
He, however, urged people not to
construct new houses without taking permission from the Chandigarh
Administration. Talking about addicts, he said they could be treated
through persuasion and love. He said prohibition failed in Haryana and
Andhra Pradesh because social organisations did not participate in it
wholeheartedly. Mr Jain appreciated the Government Medical College and
Hospital (GMCH) for organising the camp in a village, thus helping in
treating the patients under a cordial atmosphere. ...

Nip illegal house building at 'first stage'

CHANDIGARH, Nov 5 The local MP, Mr Satya Pal Jain, has urged
the Chandigarh Administration to take a decision regarding the grant of
power and water connections to all those who have constructed houses
outside the "lal dora" of various villages of the union territory. Mr
Jain said here today that he had made this demand during his meeting
with the Adviser to the Administrator, Mr Jagdish Sagar, here yesterday.
Mr Jain impressed upon the Adviser
that instead of demolishing old or new structures, the efforts of the
Administration should be to stop "illegal constructions" at the initial
stage. No one should be allowed to construct any house or structure
"illegally". ...

worship, including temples, gurdwaras and mosques, who had been
regularised should be granted power and water connections. A survey has

Chhibber lays stone for second ISBT

Terminus(ISBT) in Sector 43 was laid by the Administrator, Lieut. Gen B
K N Chhibber here today.

giving Rs 6 lakh for the construction of a permanent stage with green
rooms in Sector 17.
Mr Satya Pal Jain, MP, said
work on the Chandigarh- Morinda stretch of the Chandigarh -Ludhiana rail
line would be started soon as he had received a letter to this effect
from the Railway Minister. Similarly, more flights would stop over at
the city for the convenience of the residents.
He asked the administration to
construct a rest room for coolies in the present terminus for which he
was ready to contribute money from the Local Area MP Development Fund.

10 poor couples tie the nuptial knot

CHANDIGARH, Sept 27 As many as 10 poor couples tied the nuptial knot
during a mass marriage function organised jointly by the Lions Club,
Chandigarh Plaza and the Arya Samaj, Sector 12 Panchkula, at Raipur
Kalan village near here today.
Aimed at facilitating the poor
families to arrange the marriages of their wards, these marriages were
solemnised amid chanting of 'mantras' and 'shabad kirtan' and in
accordance with both Hindu and Sikh rituals.
Addressing the gathering comprising
of the relatives of the newly wed couples, the local MP Mr Satya Pal
Jain, lauded the efforts of the organisers and urged the social
organisations to organise such functions regularly to enable the poor
and the needy to solemnise the marriages of their children.

Highlight graft in judiciary: Jain

CHANDIGARH, Sept 20 The local MP, Mr Satya Pal Jain, today
lamented the moral degradation in the judiciary, executive and politics.
Speaking at an open discussion on
"Judicial system, corruption and the common man", Mr Jain wanted
accountability of all functionaries, including judges. He had wanted the
media to highlight corruption in the judiciary.
Prof D.C. Saxena of the Department of
English, Panjab University, alleged that while there were a few cases of
corruption in the judiciary before Independence, their number had now
gone up.

Jain seeks probe into demolitions

CHANDIGARH, Sept 4 The local MP, Mr Satya Pal Jain, has
condemned the demolitions at Maloya and demanded a high-level probe into
the operation, in a press note issued here today.
He visited Maloya yesterday and
interacted with those whose jhuggis had been demolished.
He assured the affected people that
he would send a copy of their memorandum to the Administrator. He also
held discussion with senior functionaries of the Administration last
night.
Meanwhile, a deputation of the local
unit of the Bharatiya Janata Yuva Morcha met the Deputy Commissioner, Mr
R.K. Rao, and demanded immediate ban on the sale of two brands of
toffees which allegedly contained beef bone gelatine.

Jain's stress on computer studies

CHANDIGARH, Aug 22 The local MP Mr Satya Pal Jain has advised
the students to opt for computer studies, as it were the computers that
hold the key to success in the contemporary education scenario.
Mr Jain, who was addressing the
students, after inaugurating a computer system in the Sector 39
Government Middle Model School, said today that knowledge of computers
and science was essential for rising high in life.
In order to make the students
computer literate, he was willing to donate more computers to various
government and other recognised schools of the city out of his Local
Area Development Fund, if these schools were keen on introducing
computer studies as one of the subjects.
The function was attended by the
president of the local unit of the Akali Dal, Mr Gurpartap Singh Riar,
members of the Parent Teachers Association and municipal councillors.
Later, Mr Jain addressed a meeting of
the Punjab and Haryana Finance Companies Association in Sector 35.

Transfer orders cancelled

CHANDIGARH, Aug 10 The Union Finance Ministry has cancelled the
transfer orders of Mr C.K. Vohra, Director Investigation of the Income
Tax Department.
The ministry had ordered his transfer
even before he had completed his tenure here. The local MP, Mr Satya
Pal Jain, had taken up the case with the Union Finance Ministry on
the plea that those involved in investigating special cases should not
be transferred so as not to jeopardise further investigations.
Mr Vohra had conducted raids on
engineers, contractors and suppliers of the Engineering Department of
the Administration in November last year. The raids led to revelation of
large amount of undisclosed sources of income besides exposing the
alleged nexus between engineers on the one hand and suppliers and
contractors on the other.

Admn urged to hold gram panchayat poll

The local MP, Mr Satya Pal Jain, has urged the
Chandigarh Administration to hold elections to gram panchayats,
panchayat samiti, zila parishad and market committees without any
further delay.
In a letter
written to the Adviser to the Administrator, Mr Jagdish Sagar, the MP
said elections to these bodies were due since long and the electorate
did not want any more delay.
In the
neighbouring state of Punjab, elections to all these bodies had already
been conducted and there was no valid justification for delaying
elections in Chandigarh. ...

Allot land to societies: Jain

CHANDIGARH, JULY 31: The local MP Mr Satya Pal
Jain, has urged the Chandigarh Administration to allot land to
cooperative house building societies immediately.
Mr Jain raised the issue in the Lok
Sabha yesterday where he stated that Chandigarh which was being ruled by
the union government faced an acute shortage of residential
accommodation.
The Administration had in the past
allotted land to cooperative house building societies. Now that the
Administration has decided to allot land to societies for construction
of multi-storeyed flats, for which an initial deposit has been made, no
steps have been taken by the Chandigarh Housing Board to allot land to
eligible societies. Keeping in view the rising cost of construction, any
delay in the allotment of land is making it difficult for the societies
to construct their dwelling units, Mr Jain said. ...

Sushma gifts relay centre with DD studio

CHANDIGARH, July 24: The City will not only have a Doordarshan studio
but a relay centre as well, Union Minister of Information and
Broadcasting Sushma Swaraj announced today, after laying the foundation
stone of a Rs 7.21-crore Doordarshan studio in Sector 37.
It's strange that the capital of two states has to depend on some
other centre," She also announced that the Punjab regional service of DD
will telecast programmes from the first week of August.
"I know the City has plenty of talent and the programmes produced
by its studios will find place even on the national hook-up," said the
Minister, who studied Law at Punjab University and got married in the
City. She recalled with nostalgia her Chandigarh connection: "I'm the
bahu and beti of this City. Therefore, it's not just another
stone-laying function. I felt as if I was amongst my family members,
celebrating a festival." ...

Satya Pal Jain said the "shilanayas" of the studio was done in 1989
and neither any MP nor any government took pains to start construction.
Sushma Swaraj also sat through a cultural programme at the theatre,

make such plans so that telephones connections are made available in
Chandigarh on demand by January 31, 1999.
He also requested the department to consider the calls for Dera

Sushma echoes concern on cultural pollution

Jain urges govt to implement PGI-JAC pact

CHANDIGARH, July 21 Mr Satya Pal Jain, local MP, has urged the
union government to implement the agreement arrived at between the
management of the PGI and the Joint Action Committee of the employees of
the institute signed last year by a five-member committee of the union
health minister. Represented on the committee were two MPs Mr Satya
Pal Jain and Mr Venod Sharma.
Mr Jain in a statement here said that
he had met the Union Health Minister, Mr Dalit Ezhilmalai, and apprised
him of the situation in the institute. Mr Jain told the minister that a
number of clauses of the agreement had not been implemented so far. The
employees had been looking to the new government with hope and patience
and expect the government to take an early decision on their pending
demands.
Mr Jain added that there was anguish
among employees, as some of their leaders suspended during the agitation
last year, had not been reinstated yet and were now being threatened
with compulsory retirement.
He told the minister that the situation should not be allowed to worsen.
He also demanded immediate reconstitution of the governing body and the
institute body of the PGI so that the normal administrative procedure

Transfers cast shadow on clean-up drive

CHANDIGARH, July 18 The recent transfers of five senior functionaries
of the investigation cell of the income tax department and the Chief
Vigilance Officer of Chandigarh have raised doubts among knowledgeable
circles about the seriousness of the present government's drive against
officials with "doubtful integrity". ...

The local MP, Mr Satya Pal Jain, who belongs to the ruling
Bharatiya Janata Party, maintains that there will be no let up in the
fight against corruption.
"All those involved in playing fraud
with the public money must be convicted. I have already raised a
question in the Lok Sabha on this issue. One of top engineers had tried
to put pressure on me at one stage but I made it very clear that the law
will take its own course and no laxity will be shown towards those who
played fraud with public funds.
"As far as the recall of the Chief
Vigilance Officer-cum-Home Secretary is concerned, I have already taken
up the issue both with the Home Minister and the Haryana Chief Minister.
I cannot comment anything beyond this.
"I was not aware of the transfer of
officials of the income tax department. I will take it up with the Union
Finance Minister and make sure that no one who is involved in
investigating this case gets transferred in between, " Mr Jain said.

Small scale industry grateful to City MP

Industries, Yash Pal Mahajan has thanked local MP Satya Pal Jain
for arranging a meeting between Union Minister for Power and officials
of Chandigarh Administration to find out permanent solution to the power
problems in the Union Territory. FSSI general secretary Rajeev Gupta has
thanked Union Power Minister Kumara Mangalam for accepting one major
demand of making Chandigarh a partner of Bhakra Beas Management Board

a member of the Consultative Committee of Ministry of Home Affairs.
The committee headed by Union Minister for Home L.K. Advani has 25
members from the Lok Sabha and 13 members from the Rajya Sabha. The
important members of the Committee include State Minister for
Parliamentary Affairs Ram Nayak, besides Dilip Ray, Sita Ram Kesri,

Chandigarh may get own power plant

NEW DELHI, July 7 The Centre has agreed to consider the demand for
giving a power plant to Chandigarh to solve the problem of power
shortage, according to Mr Satya Pal Jain, MP representing the
city.
Mr Jain said today he had met the
Union Power Minister, Mr P.R. Kumaramangalam, to discuss the issue of
shortage of power in Chandigarh.
The Power Minister, he said, is
expected to visit the city on Saturday to have further discussions on
the issue with senior officials of the city administration.
Mr Jain informed the minister that in
Chandigarh, the problem of power shortage was increasing each day and it
was affecting industry, business and trade apart from causing problems
to citizens.
He said that in the whole country
perhaps Chandigarh is the only Union Territory that does not have a
power plant of its own.
The city administration has to
purchase power from the neighbouring states which is costly in addition
to incurring substantial losses in transmission. ...
... In another development, Mr Jain
urged the Centre to immediately withdraw a circular issued by it in 1986
barring the issuance of certificates to the Scheduled Castes/Scheduled
Tribes except to those who were settled in the city on before November
1, 1966.
Raising the issue through special
mention in the Lok Sabha yesterday, he said the circular was playing
havoc with thousands of those who want the certificate for getting jobs
or getting their children admitted to various schools. ...

"Statehood" for Chandigarh

THE demand for "statehood" for Chandigarh, which until a couple of
months ago was ridiculed by almost all local units of various political
parties except the Bharatiya Janata Party, is gradually gaining ground.
Initially when the local MP, Mr
Satya Pal Jain, demanded a legislature and status of a state for
Chandigarh, a majority of political parties ridiculed him saying that
there was no justification for making the demand.
But now after the BJP-led coalition
government at the Centre has announced formation of three new states,
there is sudden change in the tone of all these parties demanding
"statehood" for Chandigarh. The local unit of the Samajwadi Janata Party
was the first to raise this demand followed by one of the frontal
organisations of the Chandigarh Territorial Congress Committee. ...

Jain's plea to Admn drive against
rehris

CHANDIGARH, June 9: Local Member of Parliament Satya Pal Jain has
urged the Administration to end the drive against removal of rehris and
pharis in the City. He has also called for granting licences to all such
people selling their wares on the roadside.
In a press statement issued here
today, Jain said that the enforcement wing of the state office and the
municipal Corporation were "unnecessarily harassing the poor by removing
their rehris". Jain said the poor be given liberty to earn their
livelihood and their rehris and pharis should not be removed. He added
that if the Administration could not provide adequate employment
avenues, it has no right to take away the livelihood of those who earn
their own living. He also highlighted their harassment after their
rehris were removed.
