CHANDIGARH, DECEMBER 9: A senior Bharatiya Janata Party leader and former city MP Satya Pal Jain today urged Prime Minister Manmohan Singh and Union Home Minister Shivraj Patil to instruct the concerned officials of Chandigarh, not to demolish houses of people constructed in union territory villages.

LOCAL BJP activists today held a demonstration at Aroma lightpoint in Sector 22 to protest against the Congress party and External Affairs Minister K. Natwar Singh. The protesters condemned the Union minister who has been alleged as a ‘non-contractual beneficiary’ of payoffs by the erstwhile Saddam Hussein regime in Iraq.

Governor urged to disqualify Parliamentary Secys

SHIMLA, NOVEMBER 5: The BJP today filed a petition before the Governor seeking disqualification of the 12 Chief Parliamentary Secretaries (CPS) and four Parliamentary Secretaries (PS) for holding the post which had already been termed illegal by the high court.

   The 72-page petition was filed by the chief whip of the BJP in the Assembly, Mr Ravinder Ravi, under Article 192 of the Constitution. They have sought the disqualification of all 12 CPS and four PS for holding the post. Former Chief Minister, Prem Kumar Dhumal, Convener of the National Legal Cell of the BJP Satpal Jain and other BJP leaders met Governor V.S. Kokje in this regard.

 

Disqualify removed CPSs and PSs, says BJP

BJP Tributes to Maharishi Valmiki

The SC Morcha of BJP, Chandigarh observed the Maharishi Valmikli Jayanti at Chandigarh. Several leaders participated and spoke on the life of the seer.
   Former MP Satya Pal Jain said," The message of Maharishi Valmiki is not confined to any particular religion, place or section of the people, but it is for the entire mankind. Thus, the sacred name and message of Valmiki towards humanity shall remain till eternity."
   BJP SC Morcha President Sachin Lohatiya said that it was a matter of great regret that even after a long span of 55 years of independence, the Congress and its allies were looking at Dalits as 'vote bank' but have done nothing for them.
   While addressing the huge gathering he further said , " All the facilities and benefits, which were to be given to the Dalits, were being enjoyed by these parties for their own benefit, as a result of which the Dalits were forced to live a poor and miserable life."
   Others present on the occassion were BJP President Yash Pal Jain, Vice President Purshotam Mahajan, general secretaries Bal Krishan Kapoor and Kewal Krishan Addiwal and BJP Councillor Kamala Sharma. They all paid floral tributes to Maharishi Valmiki along with a large number of workers.

Former MP slams Rahul for not giving an ear to local delegations

Chandigarh, September 15: FORMER MP Satya Pal Jain today criticised Congress MP Rahul Gandhi, who recently visited the city as a member of the Parliamentary Standing Committee on Home Affairs, for not meeting the leaders of local political units and various delegations.

   Addressing a press conference in the city today, Jain said Rahul Gandhi had come here on an official visit as a member of the committee and he should have met the delegations and heard their problems.

 

Parliamentary Secretaries' case: notice to Punjab

Chandigarh, September 15: The Punjab and Haryana High Court today issued notice of motion for October 27 on the petition filed by Mr Anter Singh Brar, a BJP leader, seeking directions to the Punjab Government to remove Parliamentary Secretaries.
   Taking up the petition, the Division Bench comprising Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta also issued notice to the Punjab Chief Minister and the Parliamentary Secretaries.
   The Bench also took on record the recent judgement of the Himachal Pradesh High Court, quashing the appointment of the Parliamentary Secretaries.
   During hearing, Senior Advocate Satya Pal Jain, counsel for the petitioner, stated that the appointment of Parliamentary Secretaries a drain on the exchequer and was illegal as no such post existed under the Constitution. He said though the 91st amendment to the Constitution restricted the number of ministers in Punjab to not more than 18, the Chief Minister, because of political reasons, appointed 12 MLAs as Parliamentary Secretaries all of whom have been given rank of Deputy Minister. This way, crores of rupees were being wasted, Mr Jain asserted.
   He also maintained that there was no legal sanction to the post. Mr Jain also quoted the Himachal Pradesh High Court judgement in the matter.
   Hearing will now resume on October 27.

Appointment Of CPSs, PSs In Punjab Challenged In HC

The appointment and continuance of three chief parliamentary secretaries and nine parliamentary secretaries in Punjab has been challenged in the Punjab and Haryana High Court as a follow-up to the quashing of similar appointments in neighbouring Himachal Pradesh by the Shimla-based High Court recently.
   A public interest litigation (PIL) petition in this regard filed by advocate Antar Singh Brar a member of the legal cell of the Bharatiya Janata Party, came up for consideration before the division bench of Chief Justice D K Jain and Justice Hemant Gupta.
   The bench directed Satya Pal Jain the counsel for the petitioner to place a copy of the order passed by the division bench of the Himachal Pradesh High Court vide which the appointment of 12 parliamentary secretaries in Himachal was quashed.

SHIMLA, AUGUST 18: In a significant ruling, the Himachal Pradesh High Court today quashed the appointment of 12 chief parliamentary secretaries and parliamentary secretaries. Declaring the appointments illegal and unconstitutional, the court said their continuance in office was impermissible under the law.

   The 12 secretaries resigned from their office soon afterwards and also returned their official cars. ...

... The BJP has called for the Chief Minister’s resignation. ‘‘He should resign on moral grounds because it is his action which has been quashed by the HC,'' said Satpal Jain, all-India convener of BJP Legal Cell.

 

Appointment of HP Chief Parliamentary Secys quashed

Shimla, August 18: In a landmark judgment which will have far-reaching political implications across the country, the Himachal Pradesh High Court today quashed the appointment of eight Chief Parliamentary Secretaries and four Parliamentary Secretaries with immediate effect and ruled that the Chief Minister, Mr Virbhadra Singh, had no powers to make such appointments. The court also directed the Chief Secretary to see to it that the order was implemented forthwith. ...

Mr Sat Pal Jain, national convener of the BJP legal cell who appeared for the petitioner, said the government should not only implement the order, but also recover the expenses incurred from the state exchequer from the illegal appointees while they were in office or the Chief Minister who appointed them.

Ludhiana, August 7: THE Legal Cell of Bhartiya Janta Party (BJP) has condemned the Congress led UPA government and the state governments under Congress rule for dishonouring 91st amendment to the Indian constitution which lays down the rule that the number of ministers in the cabinet should not be more than 15 per cent of the total strength of the house.

   At a meeting of the office bearers of the legal cell of the party, Satpal Jain, former Member Parliament (M.P) from Chandigarh and the national convenor of BJP legal cell, said the Congress governments had disrespected the constitution by appointing MLAs as parliamentary secretaries and heads of various boards and corporations.

Compensate drowned victim's family: Jain to Admin

FORMER Member of Parliament Satya Pal Jain, has blamed the UT Administration and Municipal Corporation for criminal negligence owing to which two residents of the city lost their lives by drowning in water -logged nullahs and trenches that have pockmarked the city.

CHANDIGARH: The former Chandigarh MP and the national convener of the Legal Cell of the BJP, Satya Pal Jain, said here on Thursday that both the Centre and the Chandigarh Administration were totally "non-serious`` about implementing the Punjab and Haryana High Court order to ensure that 25 per cent of the seats in private educational institutions which got Government land on concessional rates were reserved for poor students.
   In a statement, Mr. Jain said the Court had also ruled that such schools charge only "reasonable fee" from the students. He said he was "shocked" to read a statement by the Punjab Governor and UT Administrator, S.F. Rodrigues, in which he had directed that 15 per cent seats be reserved for poor students in private schools.
   Mr. Jain said the Chandigarh Administration officials were very well aware that on February 14, 2005, a Division Bench of the Punjab and Haryana High Court had issued clear directions to them to reserve 25 per cent seats for poor students and to fix the fee to be charged from all students. Following the court order he said he himself led a BJP delegation to the Administrator who had assured that the judgment would be implemented from the current session. ...

They were protesting the low water pressure in the city. The activists were carrying earthen pitchers and empty buckets while raising slogans against the Congress party on the Municipal Corporation premises. They also broke the pitchers and buckets at the end of the protest. Ex-MP Satya Pal Jain said that the Congress has committed a breach of trust by not fulfilling its promises. The MC’s claim of supplying water thrice a day has also not been fulfilled, he alleged. Jain also complained about the poor sanitary condition in the city.
