Born on 15 June, 1952 at Kharar, Distt. Ropar in a simple,religious Jain family. His father Late Sh. Rup Lal Jain was a humble newspaper agent. His mother Late Smt. Vidyawati Jain was a religious and homely lady. His Eldest brother is a Newspaper agent in Chandigarh His elder brother is a Cardiologist in Milwaukee, USA. The Youngest brother is a Journalist in Kharar.

LLB:1979: Garhwal University, Srinagar, Uttarakhand.
MA (Pol. Science): 1975: Panjab University, Chandigarh.
BA (Hons. In Pol. Science) : 1973 Govt. College, Chandigarh.

Bright Young Activist
He was quite popular as a student activist during school and college days. He was always sympathetic to the problems of the students and always tried his best in getting them redressed.

ABVP
He had a long association with ABVP before he joined BJP. He came to be known as the “Voice of Youth” as an ABVP activist.

As an Advocate
He started practicing as an advocate in 1980. Right from the beginning, he used his legal skills to fight for benefit of the society & for the rights of the poor & downtrodden.
  • Designated as a Senior Advocate in 1997.
  • Acknowledged as an Expert in Constitutional law, Service law and Election law.
  • Represented Sh. LK Advani, Sh. Prem Kumar Dhumal, Sh. Shanta Kumar, Sh. Venkaiah Naidu and Sh. Navjot Singh Sidhu, among others, as their counsel in various legal fora.
  • Led the team of counsels appearing for Senior BJP leaders before the Liberhan Commission of Enquiry.

Contribution to Panjab University
Association with Panjab University started during his student days. Having joined the university as a student, he was elected to its student body and, thereafter, went on to be elected as one of its youngest Senators. He has been on the Senate for about 30 years. He continues in academic and decision making bodies till date. During his 3 year tenure as MP, he contributed from his MPLADS funds for the construction of Community Centre & for the extension of Students’ Centre in the University.

Social Commitment
He became active in 'JP movement' when he was a student. He was arrested under DIR during the emergency in the year 1975. In January next year, he offered Satyagraha against emergency and was rearrested.

He has been associated with RSS for about 35 years. He undertook a lot of social activities. He was founder Secretary of Panchnad Research Institute and remained a member of its Steering committee and governing body for many years.

Rise within the Party
He has been dynamic member of the BJP since its inception. He has risen through ranks and has made a mark for himself by virtue of his hard work and dedication. He has come to be known for his clear & sharp thinking and action-oriented approach.

He was the Election Agent of Sh. Bhairon Singh Shekhawat and Smt. Najma Heptullah, NDA candidates for the election to the office of the President and the Vice President of India, in July 2007. His close proximity with the top brass of BJP has been of great help to Chandigarh in past and is sure to benefit the City Beautiful in its development.

Dynamic Parliamentarian
He was elected to Lok Sabha in 1996 and 1998 defeating his nearest rival Sh Pawan Kumar Bansal. He became known for his methodical and dynamic approach to house debates in the Parliament. He raised major issues relating to Chandigarh and contributed to the development of Chandigarh. His humble beginning did not deter him in scaling heights in his profession and public life and he rose to the position of an MP from a Newspaper Hawker.

He is not only the better qualified candidate in the election fray but is also the youngest amongst the candidates from the three main national political parties in Chandigarh.
